Barton Waring is the retired former global Chief Investment Officer for Investment Strategy and Policy at Barclays Global Investors, and he remains an active researcher and lecturer on investment policy and pension management topics. Barton’s groundbreaking new book—Pension Finance: Putting the Risks and Costs of Defined Benefit Plans Back Under Your Control—details how we can account for and design pension funds in a manner that does not generate unpleasant surprises. It completely modernizes the archaic and unsuccessful pension actuarial and accounting methods that have led us to the current pension funding crisis, and integrates them fully with best practices in investment management. These concepts are all neatly tied together with best practices drawn from modern portfolio theory and the field of financial economics. The book features a Foreword by Robert C. Merton of MIT and has received endorsements from many prominent financiers, pension professionals, and academics. It is published by the Research Foundation of the CFA Institute, with John Wiley & Sons.
Barton has particular expertise in pension investment policy and accounting issues, but has also researched and written widely about the investment policy needs of other investors—such as individuals, foundations, endowments, and governments. More than 35 of his investment policy articles have been published, most of them in the Financial Analysts Journal, the Journal of Portfolio Management, and the Journal of Investing, and he is a member of the editorial or advisory boards of all three. He holds a J.D. in law from Lewis & Clark College, and an MPPM in finance from Yale University. He is a native of the northwest and in his retirement divides his time between Seattle and the San Juan Islands of Puget Sound in Washington state.
